They have horrible Customer service... and watch out they charge you a currency exchange fee, without your knowledge or putting it on your receipt.
I have ordered from ArtsCow.com a few times in the past couple years, but the latest experience was terrible. I spent numerous hours and days designing a photobook. Placed the order and waited 2 weeks to hear that a FIRE had destroyed their hard drives and that my photobook order was canceled and even the saved design on my account was lost. Instead of promptly issuing me a refund, they gave me a credit to remake the photobook - which I would have to start over from scratch since everything was lost. They responded to my emails because I filed a dispute through my Paypal account. Once I opened the dispute through Paypal, they took away the free credit that they had put in my account, and have not given me a refund for the order that they canceled.
I used to order from ArtsCow because of its quality and prices. But there are many disadvantages with ordering from them besides their lack of customer service. Everything is via email unless you want to make an international call to Hong Kong. It typically takes 2 weeks to process your order and then another 1-2 weeks to ship it to you. But the worst of all is their work ethic and deceptive customer service tactics.
Because I had opened a dispute through Paypal, they did respond to my emails, however, they repeatedly insisted that I close the dispute before they would give me a refund. I emailed Paypal Support to ask how to respond, and Paypal strongly recommended me not to close the dispute until coming to a satisfactory resolution with the seller, because once a dispute is closed, it can not be reopened or escalated to a claim (basically then the seller will have no further motivation to respond to your emails or refund your money). I even forwarded Paypal's email to Artscow, but they ignored the email and continued to insist that I close the dispute before they would refund my money.
Bottom line: If you still want to order from ArtsCow.com, at the very least pay through PayPal and that way if you don't get your order, you can file a Paypal claim to get your money back.
I placed the order on the 6th of January, received an email saying it was shipped on the 11th and it arrived today (16th), a total of 10 days after checkout, which was MUCH faster than I anticipated, coming from Hong Kong and all. The bag was packaged in a plastic bag in another plastic postage bag, which I thought was fine for a cosmetic bag (though I hope they do better for other products). However, I noticed the postage sticker was ticked as "gift", which was done to avoid customs and is illegal since I had paid money for it. Ah well, that's Artscow's problem.
Their cosmetic bag, frankly, looks nothing like a cosmetic bag. Which is why I intended from the start to use it as a pencil case, which is what it looks and functions exactly like.
I gave a rating of 3 stars for pricing, as I judged this not including all the discounts and promotions, but at full price. Although their stuff is fairly cheap even without coupons, the quality you get is fair at best. But an XL cosmetic bag at 99 cents shipped? How can I complain!
I had no need to contact customer service or request a refund, as my order arrived promptly and undamaged. Unfortunately, the other reviewers didn't enjoy the positive experience with Artscow as I had.

I got a run around telling me I would be charged an $8 cancelation fee and no changes could be made at that time. I explained I wasn't making a change I wanted my original order. They had a one track line coming back saying I couldn't make any changes.
The company has a nice idea and seem cheap but they are not reliable and the customer is always wrong so be ware. I would not recommend this company to anyone and once I receive my refund I will never go back to them again. I recommend others to be ware and also stay away. The prices are cheap but it doesn't mean you are going to get what you pay for.
So all that to say, I have enough experience to know their quality, other places quality, and I have very good professional photos to print.
The bottom line is, like others have said, they have HORRIBLE customer service. I have had 3 complaints with them in the past, and they would not resolve any. The final was the biggest, and it was definitely their fault. After multiple complaint emails where they denied any issue was even there, they offered to have me return the items at my expense so they could look at them, but still refused to refund or replace them.
So order at your own risk, but don't pay more money than you are willing to lose. You may do ok for some items, but you will eventually get burned.

-quality: Their glossy prints can't be beat. their matted is ok, kind of dark. You also need to send/upload decent and large files also. I seen many complains on their forum because they send in photos taken from cheap dc or phone.
-Prices: their prices are fair for what you get. and they have a good range to choose from
-Shipping: This is the part that kills you. Shipping only via first class, so it takes long and cost very high.
-Services: at first, their customer services were quite bad and items arrived damaged as they did not know how to pack when they first opened. Orders were taking 1-2 weeks before shipping. Now it's about 3-5 days.
-Deals: they have great deals. They need to as the shipping is so high. They also give you lots of free prints and credits when you sign up. and much more each time you placed an order.
Overall, i used this printing service for about 6-7 times since they first opened. Only had one problem with large prints being a little damaged on edge. All prints came out great compared to other places locally.
