Picked it up at 1am in the morning and was forced to take out extra insurance to cover me in Europe before the would release the car.
I advised them I had already purchased extra insurance so did not need their additional cover. Was told they would not release the car to me unless I took the extra cover. Shocking.
And at 1am I did not have much options to go elsewhere as I had already paid a deposit which they would not refund. Therefore I decided to pay the extra insurance in order to get the car, with the goal to complain after I returned home.
Have since complained to them via my credit card company who also agree they have acted in a terrible way - however as I have inputed my pin number at the point of purchase, Drivalia are saying I accepted their terms of transaction! Again, this is shocking. I only entered my pin to get the car as I had a tired family with me that just wanted to get to the resort!
Would never use again. In fact I used Hertz/Thrifty on a booking this month and it was seamless. So professional. No sales pitch for extra insurance. And when I returned the car it was so professional. I'd avoid companies like Drivalia as they do not have the customer at the core of their customer service. Only sales people looking to use your weakness and poor situation to their advantage so they can sell you extra insurance that you don't need in order to earn more commission.
I doubt, having found Drivalia, that I will bother looking for car hire from anyone else. Their prices are clear, no nasty surprises when you arrive at the pick up desk for insurance, deposits etc.
Thanks again Drivalia for providing great cars, service and friendly staff.
We always get the full insurance on our policy which lifts any worry from our minds.
Give them a chance, you won't be disappointed.

First of all, thanks for the quick responde.
There are several points that I'd like to address in response to your comments:
1 - As you mentioned, it's more convenient for the customer to pay the 40 euros instead of incurring in admin costs. BUT, I asked several times to do the opposite, even though I would incur on those costs, and I was repeatedly denied the right to do that.
2 - When you say heavy scractching, that is probably really subjective. From the point of view of more than 10 people that I showed the image, 100% disagreed (you can see the picture here: i.imgur .com/WIax5nE .jpg)
Also, that was the reason I didn't point out the scratch in the first time, it didn't seen significant to me.
3 - As you may imagine, it's 100% impossible to check the whole vehicle. I recorded a 360 degrees video of the car, but unfortunately that specific wheel trim is not fully visible.
When asked to check the photos of the current damages and zoom in the wheel trim, I was denied the right to do that.
4 - Lastly, to your all-inclusive package that " offers complete peace of mind", seems to be: pay for the insurance, or we will create a damage to charge you for, as seen in other comments.
I will make sure to use all the possible means to disseminate this story and avoid future clients on the same trap.

On Mar 2nd, 2020 I went to return a vehicle rented from Drivalia Bilbao.
The person that served me diidn't want to disclose her full name, as she already knew the terrible service that she was offering, so she just answered for "Cristina".
There are some complaints that I have about her service, from soft to extreme ones.
1 - The first one is in relation to the service level. She is definitely not ready to deal with the public. An ironic, nervous and not respectful staff shouldn't be in touch with customers.
2 - The second one is about company's core business. She didn't follow basic steps. It means, she invented a scratch on one the tires, but she didn't allow me to see previous pictures of vehicle's damage (already mentioned in the contract).
3 - The most extreme one. She didn't allow me to leave the office unless I give her my card.
Apart from being a crime, I really don't get it, if the company has 1,000 euros blocked from my card and I refuse to pay (40 euros) for something that I don't recognize, why should she bother?
As a conclusion, and feeling threatened by her and fearing to lose my flight, she obliged me to pay for something that had nothing to do with me.
I've tried to show her a complete video that I recorded from the car, but she didn't bother to watch and said it was not listed as a previous scratch.
In conclusion, I can just advise others to do not use Drivalia' services, since it's impossible to predict all the tricks that their imagination can develop, and more than that, for personal safety reason
